I recently started using 9i version 9.2.0.1.0 instead of 8i.
In 8i I was able to modify my init.ora inside the "pfile" folder to turn on sql_trace and set the dump directories.

I have modified the init.ora in the pfile directory for my 9i instance, but it is not writing to the dump directories I specified, and it is not tracing.

Is there something different you must do in 9i to turn on sql_trace?

it is becuase u might changed /updated only in spfile.
spfile is new concept with 9i.
Make sure u edit ur init< sid >.ora and 
startup the database using that init< sid >.ora

Startup open pfile=$ORACLE_HOME/dbs/init< sid >.ora

I have modified the init<sid>.ora, it was in

oracleadmin<db namepfile

The only file I have in the $ORACLE_HOME/dbs directory is
initdw.ora
