1. I did not know there was an ALTER DATABASE CLOSE command. I always thought I had do a SHUTDOWN in order to close the datbase.

What error does it give?

2. What OS are you on? I have seen this problem in a Windows environment several times. I have been able to resolve the problem by shutting down the db and dropping and recreating the service (using oradim command). but this was on windows.

3.When you drop a table, oracle does not erase the data. Oracle simples marks that space as being available in the data dictionary. So when Oracle needs the space, it will overwrite the data then. But once you drop a table, even though the data is not erased, the data is gone for all practical purposes.
