Review the search results.
Basically, no Oracle has ever been certified with any Windows Home edition, so - if your Windows 7 is a Home edition, forget it. Otherwise, only the newest Forms (i.e. the one contained within the Fusion Middleware) is certified on Windows 7. There are ways to install and run older versions - review the search results now (if you skipped them).
My favourite option is a Virtual Box under XP which successfully runs Forms 10g (used in my company, so I didn't test other versions and combinations).
P.S. If your Manchester is the same as cookiemonster's rainy Manchester, I suppose he could explain it all to you in a matter of a couple of beers .

Not separately. Forms & Reports, in their 11th edition, are part of Fusion Middleware. These are development tools. In order to work with them, you need a database; 11g R2 is the newest (but is large); maybe you'll be interested in a much smaller, but yet fully operational 11g XE.
All Oracle products are free until put into production, so you can test them, learn as much as you want, but can not "make money" on them - in that case, you need to get a license (which costs much). On the other hand, certain products are free "forever", such as XE databases and, for example, Application Express.
